Mary Lynn (ML) Mathre is the President and Co-founder of Patients Out of Time and Past President and Founding Member of the American Cannabis Nurses Association (ACNA). Mary Lynn graduated from the College of St. Teresa In Winona, MN in 1975 and began her nursing career in the U.S. Navy Nurse Corps. She earned her MS degree from Case Western Reserve University in 1985 and her thesis was on Marijuana Disclosure to Health Care Professionals. Originally a medical surgical nurse, Ms. Mathre changed specialties in 1987 and has been a certified addictions registered nurse (CARN) since 1989. She began as the charge nurse on the Addiction Treatment Unit at the University of Virginia Health System, and later as the first Clinician 5 (expert level), she was the Addictions Consult Nurse for UVA Health System until 2002. She later was Exec. Dir. of an opioid dependence treatment center in Charlottesville.

Scheril Murray Powell, Esq.
Scheril Murray Powell, Esq., is a multifaceted legal professional renowned for her expertise in agricultural, cannabis, dietary supplement, regulatory, and trade law. Currently practicing at Doumar, Allsworth, Laystrom, Voigt, Adair, and Dishowitz LLP, Scheril was elected as the International First Vice President and Local 12 President of The Ethiopian World Federation, Inc. and is the founder of the Cannabis HR Council. She sits on the ASTM International D37 Committee on Cannabis’ Executive Committee as the Chair of the Diversity, Equity, and Inclusion Subcommittee. She also serves on the board of one of the longest-serving cannabis advocacy organizations, Patients Out of Time. She is regarded internationally for her work on policy related to global tribal community rights and the sacramental use of cannabis.
In addition to her legal prowess, her vast experience includes serving as the former Chief Operating Officer of the JUSTÜS Foundation and as Chair of the Broward County Medical Marijuana Advisory Board. Recognized for her exceptional contributions, Scheril has been named one of the Top 12 Cannabis Attorneys in Florida by The Daily Business Review and honored in the High Times 100 Most Influential African Americans in the history of the United States with regard to drug and cannabis policy. She is a Florida-licensed hemp farmer and a research farmer for the University of Florida.
Committed to advocacy and community service, Scheril serves on various boards and is the president of the consulting firm Green Sustainable Strong, LLC. Her dedication extends to volunteering with the Winrock Foundation, delivering marketing training to farmers in Ghana, Africa, and teaching a debate class at her son’s school. Scheril’s dynamic career trajectory, spanning legal practice, education, advocacy, and community service, reflects her unwavering commitment to excellence and social justice.

Deborah Malka MD, PhD
Deborah Malka, MD, PhD, is a holistic physician with certification in Integrative Holistic Medicine. She is both a clinician and an educator in medical cannabis. She has previously served as the medical director for a group of 30 clinics providing medical marijuana evaluations in California, training 50 physicians and serving over 300,000 patients. She is committed to educating the public and professionals about medicinal cannabis, teaching at conferences nationally and internationally. She developed and served as faculty director for the first online CME-accredited curriculum in Clinical Cannabinoid Medicine, sponsored by the Society of Cannabis Clinicians. Her definitive textbook for professionals was published in 2022, Medicinal Cannabis: Pearls for Clinical Practice, published by CRC Press, Taylor & Francis. She is now semi-retired in New Mexico, where she teaches 4th-year medical students about cannabis as a medicine and does private cannabis health consulting.

Dr. Bridget Cole Williams, M.D., is a board-certified family physician, author, medical cannabis specialist, and entrepreneur with over 20 years of experience in patient-centered care. She earned her medical degree from the Michigan State University-College of Human Medicine and completed her residency at the Cleveland Clinic in family medicine.
Dr. Williams is a pioneer in integrating traditional medicine with alternative therapies, focusing on the therapeutic benefits of medical cannabis.
